[Cosmo] Generating email reminders

Brian,

I'm considering a separate daemon.  It's far simpler just to use the 
management interface which, I imagine, will stay pretty constant even as 
the internal of Cosmo evolve and change.   Also, even though I always 
write perfect code that never crashes (Hmm....), if something should go 
screwy with the mail system that generates an unhandled exception, only 
the daemon goes down, not Cosmo.
