[Cosmo] Live server status for today

With today's test session, possibly the last before release, we found:

  - Even more tweaking of garbage collection settings -- this is now at 
a reasonable level
  - Perf/stability investigations are shifting to database locks that 
block other operations
  - Foxcloud is at 800 signups (200 per day)
  - No known blockers today
  - We still may release another update to Cosmo 0.2 -- upgrade work or 
further performance improvements
