it is my understanding that if the request includes a body,
Content-Type is required to express the media type of the body.

i suppose that, in absence of Content-Type, we could try to parse a body as xml.

several litmus PROPPATCH tests actually omit Content-Type as well, and
i've asked on the litmus list if i'm being too strict.
