I assume you mean the Chandler Desktop. This document shows you how to
get going: http://chandlerproject.org/Projects/LocalizationProject

If you run into problems, and also when you have something that could be
checked in and distributed with the next Chandler version, send a
message to the chandler-dev mailinglist.
