[chandler-users] Unable to launch - data corruption?

Where does Chandler store the user data? I was closing it, in
preparation for a reboot, and must have rebooted before it finished,
because now it consistently fails to start up, and tells me
"Another Chandler is already running off the same data repository"
 
Which if true is magical, since there is nothing in the task manager.
 
What now?
