With Chandler Hub, you can sync most collections that are in your Chandler
Desktop. 

Chandler Hub also provides CalDAV service to clients such as Apple iCal and
Mozilla Lightning/Sunbird.

Primary collections (Dashboard, and the other three above the line) can not
be synced with Hub.

A more comprehensive effect, but less automated, can be achieved by
periodically: 

a) syncing, then

b) exporting to a .chex file, then 

c) copying the backup.chex file from one computer to another, then 

c) importing from the .chex file.

For a beginner, I should recommend simply using Chandler Hub to sync
collections.
