Hmm ... we have a bug about upgrading to ICU 3.8 here:

https://bugzilla.osafoundation.org/show_bug.cgi?id=11424

However, it seems to me that if 7.x (Gutsy) and 8.04 (Hardy) require  
different ICU libraries, then we would have to create different .deb  
files for the two releases.
