Currently there is no way to import .ics directly on the sever.  I'm a 
little confused as you say importing the .ics generated from Chandler 
Desktop into iCal works, and then go on to say importing the .ics 
fails.  Which .ics fails to import?  The .ics created from Chandler 
Desktop or Chandler Server?  Can you narrow it down to a specific event?
