Chandler currently follows whatever your locale specifies for the data 
and time format. E.g., en_US will use 12-hour time and mm/dd/yy dates, 
while en_GB will use 24-hour time and dd/mm/yy dates. (I think.) Andre 
Mueninghoff posted a few months ago the results of his experiment with 
a variety of "en" locales -- maybe he can add details, or try searching 
in the archives.
