Hardy ships ICU 3.8. PyICU works with it just as well (just needs a 
recompile) and so does Chandler, apparently, except for some unit tests in 
TestTimeZone.py that need review. I added conditional code there months ago.
That difference needs review by someone who understands the meaning of these 
unit tests.
