It seems I have a faulty memory.  According to Synaptic, libicu36 is
installed locally, not from any repository.  So the larger issue of
not being able to install because of a missing library dependency
still exists on Hardy.

Is there any way of generalizing these dependencies, so that newer
versions of the library can be used without specifying the version in
the package name?
