I noticed this just recently, too.  It seems to be a regression (i.e., a 
  feature that used to work and doesn't work as well any more).

My best guess is that the work Grant did to allow collections to be 
dragged around and re-ordered may be interacting somehow with dragging 
items between collections.

Just to note, you can also copy and paste items between collections, 
instead of drag and drop, which is what I've done when drag and drop 
isn't working.  Still, annoying.
