Hi Chuck

I'm afraid not. The best workaround at the moment is to block / 
chandler/cmp/signup (using apache or something similar) and hack the  
Chandler Server WAR to remove the signup link (the file to edit is WEB- 
INF/jsp/login.jsp).

There's a bug filed (https://bugzilla.osafoundation.org/show_bug.cgi?id=7085 
) for this work, and it's probably one of our most frequently  
requested server admin features. I'd recommend chiming in on the bug.
