[chandler-users] "Another Chandler is already..." Help!

We're working about on this.  The reason moving the backup.chex fixed 
the problem is that the auto-restore functionality I added is triggering 
this bug pretty reliably on Windows.  This is bad, in that everybody's 
seeing it now, but good, in that we can reproduce it now, so fixing it 
should be easier :)
