[chandler-users] GTD Project? How to handle groups of tasks?

I've been following Chandler idly.  Today I rolled up my sleeves and  
really tried to make it work for me.

What I don't get is how you make a GTD Project.  The getting started  
guide says "You should never have to choose between filing something  
into a Tasks folder versus a Project folder."  It looks like, instead,  
if you want to somehow couple any two Items, then you have to create a  
Collection.  And a Collection is a top-level thing, with a name,  
created through a totally different method than an item.

So I can't just start with an item that says "write the paper" and  
start breaking it down. If I've got a project with some actions and  
some subprojects each with some actions or delegated tasks, I'm hosed.

Is there something I'm missing?  It seems like Chandler is totally set  
up to handle lots of atomic tasks, but with no way to group them into  
logical flows.
