I think if our current infrastructure supported the notion of an edit
session, we could neatly achieve this by setting a "don't sync" flag on
an item during its first edit session.

Edit sessions would help with various other issues: the popping up too
many recurrence dialogs problem, and details of when the byline displays
created by vs. edited by.

We don't yet have sessions, though, so I think the answer is that we
can't avoid syncing new items that are currently being edited very easily.
