what is the error message? adding and editing events through iCal has
always worked fine for me.

you're giving the second user a free-busy ticket for your calendar? I
don't believe that the web ui is supposed to allow a user accessing a
calendar with a free-busy ticket to read or write events. if it is,
that's a bug.
in general, any free-busy functionality in Cosmo is experimental and
unsupported. I don't suggest that anybody use it with any expectation
of it working correctly.
