I think the short answer to the request is: no, in Preview, the 
Dashboard is the union of all collections marked "mine" (using the "Add 
<collection> to Dashboard" menu item) +  all items created in the 
Dashboard directly.

To provide the feature you want, we should be able to mark individual 
items as "mine/not mine" (with some widget in the Detail View to do that 
and display the info to the user). Something to add to the Markup bar 
may be?

For DND, it would be nice to have a modifier key that would move the 
item rather than just add it to the target collection. That would 
require also a good cursor feedback, something which is not great right 
now in Chandler (some bugs logged on that already). Note that we will 
have a context menu in Preview that will include the Move to options 
(see http://wiki.osafoundation.org/Projects/ContextMenuSpec).
