as described at <http://chandlerproject.org/Projects/CosmoWithiCal>,
iCal 2 does not support CalDAV; it publishes its calendars as single
files. there's no standard way to "explode" a "webcal"-style file into
a CalDAV calendar collection (this is mainly due to problems
synchronizing such changes made by multiple persons). therefore
calendar files published from iCal 2 are not represented in Cosmo as
calendars, but as files. the best you can do is point another iCal 2
client at the same file and subscribe to it.

if you use iCal 3's CalDAV support, you can access any calendar in
your Cosmo home collection from iCal. unfortunately due to a really
nasty iCal bug, you cannot create new calendar collections on the
server from iCal without corrupting your iCal installation, but you
can use the Cosmo web UI to create new collections, and those should
show up in iCal when you refresh the CalDAV account.
