The standard configuration for fastmail.fm of
Host: mail.messagingengine.com
Port: 143
Security: None
also stopped working from my home network or office network, which is
why I thought there might be also a Chandler issue on top of my
potential misconfiguration. The auto Configure function also was unable
to connect, Test would not connect either, much less Configure Folders.
I had never gotten SSL to work from the office with
mail.messagingengine.com though it would work from home with port 993.
As a work-around for the office, I followed this FAQ material from
fastmail.fm, which works for Thunderbird, but not yet for Chandler.

FastMail.FM has a special proxy system whereby you can access each
service (POP, IMAP or SMTP) through any port number. The server names are:
IMAP: imap.proxy.fastmail.fm
IMAP/SSL: imaps.proxy.fastmail.fm
POP: pop.proxy.fastmail.fm
POP/SSL: pops.proxy.fastmail.fm
SMTP: smtp.proxy.fastmail.fm
SMTP/SSL: smtps.proxy.fastmail.fm
If you use these server names, you can use any port to access these
services. Commonly open ports are 80, 21, 25 and 443. Note that if you
use SSL you'll get a warning about a non-matching certificate (it's set
to 'www.fastmail.fm'): you can safely ignore this.
