[Chandler-dev] Jared Rhine a new committer for Chandler

Hi, all

I am pleased to announce Jared Rhine as a new committer for Chandler  
Desktop. While he will probably not be directly contributing to the  
Chandler code base in the immediate future, he will be driving the  
build process, and therefore needing to commit branches, tags, version  
information, etc.
