[Chandler-dev] Chandler Hub is Down "Message"

Hi Jared,

I've checked in new files. The important one is hub_down.html. (I  
know it needs to be hub_down.asis to work, but was afraid to replace  
the file ;) Could you take a peek and make sure it's ok?
