[Chandler-dev] Building Chandler on windows with a more recent

Oh, one other thing: python itself seems to be using MSVC 7.1 (the
same as us) .. c.f.
http://docs.python.org/ext/win-cookbook.html
So that seems to me to be another argument in favour of sticking with
the version we're using.
