[Chandler-dev] New *public* repo submit page

Now that we have the public system, we need to polish up how it 
integrates into the rest of the site/wiki.

Next steps are being tracked in Bug 10703, but I thought I'd bring this 
up on the list for help with ideas.

- Where should this page be linked from?
Right now it is sort of buried in:
http://chandlerproject.org/Projects/StepByStepBugReporting

which you can get to from:
http://chandlerproject.org/Projects/ReportABug

Jared mentioned putting it in the Product FAQ. Any other places we 
should link from?

- We probably need a statement about what we're going to do with the 
repository -- that we're just using the repository for debugging and we 
treat the information as private just as we would with any data on the 
server. I'll draft this.

- Mimi has some wording changes to the instructions.
