[Chandler-dev] Use easy_install for some external modules?

I had made a first pass at this months ago, but that was before a lot of 
little fixes were made when Andi cleaned up plugins-as-eggs.

Now it makes complete sense to do this for pure-python modules and I've 
been noodling on it and was going to present something after 0.7.2 landed.
