[Chandler-dev] Desktop Bug Council and Release meetings

Hi,

There was some confusion on the Office Calendar as to when those events 
are being held. So I cleaned up the calendar a little bit. Also, since 
we are now moving to a rather fast paced scheduled driven release 
process with important dates coming up almost every week, I thought it 
was timely to reinstatiate a weekly Desktop Release meeting so QA, dev 
and build can make sure they're in sync.

The skinny is:
- Desktop Bug Council : weekly Tuesday 4pm on IRC. Agenda: triaging of 
untargetted bugs
- Desktop Release meeting: weekly Thursday 4pm, in person meeting with 
Aparna, Grant, Heikki, Bear, me and whoever wants to participate. 
Agenda: status of next milestone and sync up.

I put all that in the Office Calendar.
