[Chandler-dev] 0.7.3 branching update

The plan is for bear to branch 0.7.3 early Thursday morning.

Philippe is finishing the French localization in
https://bugzilla.osafoundation.org/show_bug.cgi?id=10076. Finnish and
Swedish are already done.

bear is about to land fix for Mac menu localization issue in
https://bugzilla.osafoundation.org/show_bug.cgi?id=10127.

We will still have a couple 0.7.3 blockers, so these will first need to
land on the trunk and will then need to be ported to the branch:

Include localizations in distributions:
https://bugzilla.osafoundation.org/show_bug.cgi?id=11246

invalid literal for float() error when reloading a .chex (prevents
sharing between two different locales, for example):
https://bugzilla.osafoundation.org/show_bug.cgi?id=11419
