[Chandler-dev] Tinderbox updates - timezone and locale change

Since mana is failing a bunch of tests, it should be changed back to
en_US locale until we can fix the issues. You can try leaving it in BST
timezone, but be prepared to change that to a US timezone if tests don't
start passing.

We also have a mystery failure on Windows performance box. make install
step fails because plugin install part fails to connect to cheeseshop.
Is anyone seeing this on their own Windows machine? With fresh checkout?
