[Chandler-dev] Tinderbox updates - timezone and locale change

In the interest of making sure our Tinderbox coverage now includes non  
US centric locales and timezones I've adjusted the quick build Linux  
tinderbox named mana to run in the Europe/London timezone (BST) and  
for it to use the New Zealand locale (en_NZ)

That change was made this morning and is active.

The tinderboxes now cover the following timezones and locales:

en_US, PST _gutsy, _leopard, ahukini, alanui, hilo, imac1, koa, molokini
en_US, EST imac2
en_NZ, BST mana
jp, JST l10n
