[Chandler-dev] Upgrading minimum Mac OS X version requirement

There have been some hallway discussions about when we should move our
minimum supported Mac OS X version from Panther to Tiger. Now that
Leopard is available, and Apple no longer supporting Panther, it seems
like the time has come. Unless we have some sizeable Panther-using
community we should worry about.

There is at least one bug that we are seeing only on ahukini, which is
running Panther.

Should we upgrade in 0.7.3? 0.7.4?
