[Chandler-dev] Copy tarballs tool operational

I updated http://builds.osafoundation.org/cgi-bin/tbhelp.cgi (linked as
"copy tarballs") from Tinderbox page to work with the new platforms.

I made a pretty significant change to tbhelp.cgi as well. It now shows a
listbox for each platform, showing the tarballs from the latest staging
directory that do not already exist in the target directory.

I think this change made it slightly more versatile, and the code also
significantly simpler to maintain.
