[Chandler-dev] new Chandler-debugPlugin

In order to fix bug 4617 - still in progress - I started moving menu items 
under the Tools->Test menu and their related code and data to a new 
Chandler-debugPlugin. I also folded the Chandler-I18NTestsPlugin into this new 
plugin.

After your next svn update, you should:
   - rm -rf $CHANDLERHOME/plugins
   - mkdir $CHANDLERHOME/plugins
   - make plugins
