[Chandler-dev] Default for cannot open repository dialog

I propose, in the interests of user safety, that the default for this 
question:

   Would you like to remove all data from your repository?

be changed from the current "Yes" to default "No".

I know this area of repository upgrades has planned changes 
(pre-Preview?), but changing the default seems a small-effort (one 
line?) way to improve the existing design.
