[Chandler-dev] New option for rt.py to allow pass-thru parameters

John raised the issue to me earlier in IRC about him not being able  
pass --wing to any Chandler instance started by rt.py.

After looking at a couple of ways to try and get OptionParser to not  
eat any arguments I ended up adding a new option:

	--params=""

any value given to --params will be passed thru to the RunPython call  
exactly as given and will always be the last item on the command-line  
that rt.py creates.

this change was made to rt.py as part of revision 14294 and was  
tracked as bug 9142
