[Chandler-dev] non-ascii characters in bug summaries

Please remember that when bugzilla sends out email notifications it  
includes the bug summary as the email subject and because of that if  
you include anything other than stock ASCII it will get rejected by  
the mailing routines.

So please avoid unicode in the summaries :)
