[Chandler-dev] Change in Desktop default sharing account

For reference, the checkin points to qacosmo.  Another change will be 
required when hub.chandlerproject.org is in production.  Morgen of 
course knows that, just letting the rest of you know too :)

Also, this update includes both the change to the default sharing 
account and (I think) the fix-chandler.ini-from-previous-versions 
features needed.
