[Chandler-dev] Chandler exits with error code 1 on script failure

I checked in a change in r13373 which will make Chandler exit with error
code 1 in case functional or performance tests fail. It will also exit
with 1 if any script execution raises an exception.

Unit tests already behave in this manner.

This unification makes it much easier to catch test failures in test
driving scripts. do_tests.sh greps test output to find success, but with
rt.py we can just check the return value.
