[Chandler-dev] New check added to rt.py - localized string validation

To aid in not breaking the localized versions of Chandler and at  
Brian K's request, I've updated rt.py to always run as the first  
check a localized string validation step.

This check is only run once even if your rt.py session is for both  
release and debug.

The command that rt.py runs is:

	./debug/RunPython tools/createPot.py -cv
