[Chandler-dev] Ship with prebuilt repo or not?

This actually needs a correction: only the backup (the 1.8 M) version is
portable between machines (even same OS), so that is the only thing we
could ship. This means that if we shipped this thing, the first startup
would be using repository restore feature, which is not as fast as
regular startup (about 30% slower in fact).
