[Chandler-dev] dogfood/migration checkpoint is ready

We finally have the Chandler dogfood/migration checkpoint build.  
Acceptance tests have been run on it and validated by QA.

We can now start encouraging internal and external users to use this  
build to migrate their data and continue dogfooding.
