[Chandler-dev] Generated documentation is active again

The generated API and Model documentation can be found for 0.7 here:

	http://chandler.osafoundation.org/docs/0.7/

Between upgrading to Epydoc 3.+, fixing annoying bugs I introduced and 
borrowing all of the headless startup code, the API and Model docs are 
fairly complete.

They are not 100% complete due to issues with Epydoc and other issues - 
but they are again being auto-generated at 0600 and 1800 daily.
