[Chandler-dev] Chandler Desktop release management responsibilities

Hi,

There seems to be some confusion of who's the Chandler Desktop release 
manager. Is it Heikki, is it Philippe? To make things clear, we both 
have responsibilities in managing the release and, of course, we do work 
closely together but, just to make things clear, here's a breakdown:

- Philippe: Release manager: responsibilities:
   - Call and drive the Release Management meetings, Bug Councils, etc...
   - Coordinate between the various persons and teams delivering 
elements of the release (PPD, Jared, dev team, QA)
   - Maintain the release checklist (code and non code deliverables)
   - Assume the overall responsibilities for the schedule

- Heikki: Build and engineering manager: responsibilites:
   - Make sure that the whole production system is healthy and running 
(build, Tbox, svn, bugzilla)
   - Make sure that all the elements required for building the final 
bits are there
   - Assume the technical responsibilities for the final downloadable 
bits (code and binaries)
