[Chandler-dev] hardhat directory has moved

As of revision 15042 the trunk/hardhat/ directory has moved from the 
chandler repository to the tools repository

If you need to reference any of the hardhat files you will need to 
switch your hardhat directory to the new location.

svn+ssh://svn.osafoundation.org/svn/tools/hardhat
