[Chandler-dev] Code Complete : not yet

Hi,

The Bug Council met this afternoon @ 4pm and reviewed the status of 
Chandler Desktop. The QA Team feels uneasy about declaring Code Complete 
for the following reasons:
- The rate of bug find, especially regressions (e.g. 5 last week) is 
still pretty high
- The QA Team tested mostly cosmo last week so doesn't have a good 
feeling on how stable the various features of Chandler Desktop are right now
- The QA Team needs a more solid set of tests on the Desktop before 
declaring Code Complete

The QA Team is asking to have time to assess the application and make 
sure that no feature is badly broken or only partially implemented. We 
will meet again tomorrow at 4pm during the regular Bug Council and 
review this status again.

Consequently, commit restrictions are not yet enforced.
