Strictly speaking, if it is a new thing that is used by functional tests
only, then it does not need to go into QAUITestAppLib.py. However, since
QAUITestAppLib.py and ChandlerTestLib.py are meant to be as identical as
possible, any discrepancies will likely cause problems down the line.

Ideally we'd have just one file, but so far nobody has done the work to
make it so.
