[Chandler-dev] July 3 bug council

We triaged 18 bugs, targeting 13 for 0.7 and punting 5. The bug count at 
the end of bug council was 181.

Notes:

- qacosmo is referenced in a bug or two, which probably means it was 
running trunk (the latest 0.7 cosmo). Please note the version of cosmo 
when logging bugs! Adam keeps the cosmo list updated when he upgrades 
qacosmo. Also, "About Cosmo" from the settings dialog has the current 
version.

- We're prioritizing bugs related to Triage - Dashboard (items popping 
into now unexpectedly). We want to get this "right enough" that the 
dashboard feels usable, so are taking the edge cases seriously. Many 
thanks for everyone's patience in hunting these down, thinking through 
what the right behavior should be in complicated situations and doing 
what it takes to get an experimental feature to work well.

- Bugs in plugins/examples are being marked as "Future", as these won't 
block Preview.
