This checkin, and the following 9, were a pretty big change, even though
it could be considered mostly just a code move. There was no bug for
this, no code reviews, no justification for why it was done, nor any
discussion about it, and it was all done when most of us are on
vacation, after the window when major changes were supposed to be finished.

This is against the agreement we made several months ago when it was
decided we'd require bugs for checkins, code reviews etc.

Please explain why this change was done; why was it necessary, or what
benefits does it bring to the table.
