[Chandler-dev] tinderbox snafus and chandlerdb upgrade

The windows redness was just fixed (a distribution place I didn't know 
about).

The linux redness (dapper only) was due to a bogus PyICU debug _only_ that 
included a stray chandlerdb tree in it preventing the new one from being 
picked up.

To upgrade to the new chandlerdb on all systems:
   - svn update
   - make chandlerdb
   - if running DEBUG, remove the PyICU archive and its .inst file
   - make DEBUG=1 PyICU
   - remove 'chandlerdb' from the site-packages dir in your binary trees
