[Chandler-dev] German Translation

Hi Andreas,
Thanks for the German translation.

I went through the po file and cleaned up a couple of issues.

I also added accelerators for the translations which did not
have any since it is convention in Chandler to preserve accelerators
in localizations.

Attached you'll  find the new version of the po as well as the German  
translation egg.

To test on Windows XP / 2000:

 > %CHANDLERHOME%\release\RunPython -m easy_install Chandler.de-1.0- 
py2.5.egg

Then start Chandler and from the File -> Switch Language menu select  
German.

The one missing piece is the The Contributor License Agreement which  
will need
to be filled out and faxed to Philippe Bossut in order for OSAF to  
accept your translation.
