From the error above, I am going to assume that you are using the
Python shipped with the Chandler release.
This Python is a stripped down version and thus does not contain all
the libraries needed for translation.
In order to generate a translation egg the SVN build of Chandler is
required.
A link to SVN Chandler build instructions is included on the
LocalizationProject wiki page:

With the Chandler SVN version, the egg should build with no issues
using the command:

When you say another shortcut I assume you mean "Ctrl+Q". There is a
delineation in our current code base
between the mnemonic accelerator "&Q" and the keyboard shortcut "Ctrl
+Q" so it is necessary.

We do not currently have a SUSE release, but it is certainly
something the team will keep in mind for
the future. Especially as we get more German users.
